The fact that the CPU is so high is because you're maxing it out I would guess. There's mention of it going years back with svchost.exe using 100% of the cpu cycles. Best not to look a gift horse in the mouth. If it bothers you that much and you think windows is causing the problem best I can say is reinstall your OS. I've looked at the processes and the percentages for each and I find they don't add up to the total CPU percentage (see picture). Is this plane landing or departing? I monitor all 4 cores and whenever all 4 max out it pauses the game. How are temps when the usage is up that high? Does it happen at low settings?
