Interestingly enough my Win8.1 machine with Chrome does not suffer from this behavior. When quitting Chrome, the root process (which does not have a window) remains active(?!?) and lsass.exe continues too use 100% cpu time. Reinstall appears to have fixed the issue for now. A new one was created upon opening Chrome again.
