When you submit the form, the server responds with a redirect (HTTP 302). I am considering black-listing IE6 so that only it gets the slow meta refresh and everyone else gets the fast 302. Finally, you can't get a response from IIS. I'm experiencing this in IE8 and IE9. (I haven't tried lower versions).
