When you are prompted to install the new updates, install them one at a time, doing a restore point before each one, until the issue arises again. Try restarting into Windows normally again, if it works, then again, you have to figure out which service/startup items are affecting your boot up. i have noticed that in the load screen the monitor runs at 60hz and when it stops displaying its randomly increases to 75hz.
