Please Help PC Wont Boot Up


Any help? What should I do? What I want to know is if it necessarily means that my cpu is broken or is it possible that the motherboard is broken which causes the cpu not to start. I have changed my RAM, taken out all non essential PCI cards including PCI E's, taken the RAM out altogether (no post beeps occuring), Unplugged HDD's and changed them around... click site
